This work was originally presented as an address before the Mont Pelerin Society at St. Moritz, Switzerland, on September 4, 1957, and was first published by Freedom School in 1958. In this essay, Harper does just what the title of the work claims: he defined "liberty" in concrete terms, with the goal of facilitating "scientific" discussion.
