How do you plan on celebrating Rothbard's Birthday? I plan on wearing my Enemy of the State shirt and partaking in free market activities.

Neo,

You are either newly 18, just got drafted or you don't have a draft card.  They send you one when you get drafted...otherwise...you do not have one.
