Externalisation conceptuelle vers le tiers monde

Particulièrement aux pays comme les États-Unis, le niveau de vie matériel continue rémarquablement haut. Ajoutez les consommateurs qui se sentent pincés pour de l'argent et du crédit, et cela simplement incremente l'urgence pour arriver à un bond conceptuel substantiel pour l'innovation en lieu de plusieurs pas incrementaux.

Vous posez aussi une importante question sur le Cuba. Je pense qu'elle sera une des places les plus fascinantes du monde après la partie des frères Castro, quand les pleines capacités du pays seront liberées.”

Cet essai miniature conclut mes observations sur l'homme aux deux cerveaux de Daniel Pink, lesquelles furent exprimées dans ma dernière soumission de blog “Tiers monde et l'âge conceptuel.”

Les travaux du cerveau droit, ajoutés aux travaux du cerveau gauche, peuvent être aussi externalisés depuis le premier monde vers le tiers monde, particulièrement vers l'Amérique Latine et l'Afrique, en raison de leur moindre coût du travail et parfois une meilleure qualité dans des cas sélectionnes. Cela se doit parce que contrairement au premier mode, nos qualités du cerveau droit ne s'atrophièrent pas en raison d'un excès de travail du cerveau gauche pendant des siècles. Je suppose que cette externalisation du cerveau droit se développe déjà vers le Mexique. Donc l'externalisation depuis le premier monde vers le tiers monde pourrait continuer pour n'importe quel genre de travail, et pas seulement pour les petits boulots du cerveau gauche. Cependant, des niches spécifiques peuvent être gardées en sûreté aux salaires du premier monde, requérant des combinaisons spécifiques des deux parties de l'activité cérébrale.

Un exemple clair vient des docteurs. De nombreux patients californiens voyagent au Mexique pour visiter, à bon prix, les docteurs qui suivirent un bon entraînement du cerveau droit à l'université dans leur pays et puis complétèrent des spécialisations du cerveau gauche aux États-Unis. Les docteurs vénézueliens qui cherchent une qualité de vie supérieure aux États-unis partagent ce profil.

Les travailleurs en Inde sont amplement motivés pour exceller aux travaux externalisés du cerveau gauche. Je ne connais pas assez la culture indienne, mais je devine qu'ils conclurent que des millénaires d'accentuation au cerveau droit faillirent pour leur fournir l'abondance qu'ils aspirent, donc les indiens sont en train lentement de surmonter cette manque.

L'homme aux deux cerveaux de Daniel Pink établit un questionnaire rassemblant une routine du cerveau gauche pour n'importe quel genre d'effort aux affaires. J'essayerai de le répondre sur la base de mon environnement spécifique vénézuelien:

Question 1) La réponse pour «est-ce qu'on peut épargner en produisant à l'étranger?» est oui pour à peu près toutes les industries vénézueliennes à l'exception du pétrole. Nous souffrons un régime de contrôle d'échange des devises forçant les exportateurs à convertir leurs dollars au taux officiel de 2,15 bolivars, quand le taux d'échange du marché se situe vers le triple de cette valeur. C'est à dire qu'un produit vénézuelien est compétitif ailleurs seulement s'il peut être produit localement à moins de 30% du coût de production pour le même produit au reste de la planète. Nous sommes en train de devenir des importateurs nets de café! Nous importons beaucoup d'aliments par la même raison. Les industries manufacturières locales migrent en Colombie, au Panama, au Costa Rica et au Brésil. En conséquence nous sommes sans espoir jusqu'à l'occurrence d'un changement exogène des systèmes régulatrices gouvernementales.

Question 2) Au cas du Vénézuela seulement la question «est-ce qu'un ordinateur peut le produire plus économiquement?» peut être répondue de façon similaire para rapport aux autres pays.

Question 3) La question si «est-ce que mon produit satisfera les besoins d'un âge d'abondance?» doit être reversée dans mon pays. Le PIB par habitant se réduisit substantiellement pendant ma vie. Aux années 60 et 70 la plupart des gradués universitaires obtenait un emploi et pouvait acheter un foyer confortable à crédit. Aujourd'hui, bien des personnes d'âge moyenne continuent à vivre chez leurs parents. L'achat de nourriture constitue vers la moitié du revenu pour la plupart des gens, en raison d'un des plus haut taux d'inflation du monde. Je me rappelle quand j'étais petit qu'il s'agissait d'une période d'abondance, mais maintenant c'est sans doute un âge de pénurie. Je ne sais pas quelle, au milieu de cette situation locale, serait une reformulation appropriée de cette question numéro 3.

Donc, les vénézueliens avons besoin d'applier beaucoup de créativité du cerveau droit pour arriver à une “recette de questionnaire pour le succès” spécifique à notre situation. Peut-être nous n'arriverons point à rédiger une telle recette couramment.

L'accentuation récente des qualités du cerveau droit est pertinente à la situation de l'Amérique du Nord. Mais je ne suis pas sûr comment l'âge conceptuel pourra s'établir conclusivement au premier monde, dans ce climat de globalisation et imigration illégale, quand de nombreux pays se débrouillent encore parmi la pénurie. Je pense sérieusement que la supposition d'abondance n'est pas valide. Le monde est encore trop loin d'être un lieu d'abondance. Il serait intéressant de voir si les cubains au Cuba, s'ils avaient le droit de parler librement, ajouteraient quelques remarques sur ceci.

Un thème d'étude ultérieur serait découvrir s'il y a des activités du cerveau gauche que manquent autour du monde pour accomplir la supposition d'abondance pour que l'âge conceptuel puisse renverser l'âge de l'information.

Outsourcing Concepts in the Third World

I think, though, that in much of the world, the downturn represents not the end of abundance, but merely a slight reduced form of it. Especially in countries like the US, the material standard of living remains remarkably high. Add in consumers feeling pinched for cash and credit -- and that merely increases the urgency for coming up with a big conceptual leap in innovation rather than merely incremental ones.

Great question, too, about Cuba. I think that could be one of the most exciting places in the world once the Castro brothers are gone -- and the full capabilities of the country are liberated."

This mini essay concludes my observations on Daniel Pink's A Whole New Mind, which were expressed in my previous blog entry "Third World on the Conceptual Age".

Right-brain jobs, in addition to left-brain jobs, can also be outsourced from the first world to the third world, especially to Latin America and perhaps Africa, because of a lower labor cost and perhaps better quality in selected cases. This is due to the fact that, unlike in the first world, our right-brain qualities have not become attrophiated by an excess of left-brain labor for centuries. I would imagine that there is much such right-brain outsourcing already occurring with Mexico. Therefore outsourcing from the first world to the third would continue for ANY kind of job, not just menial left-brain jobs; however, specific niches can be kept safely in the first world at first world wages requiring specific combinations of both sides of brain activity.

One clear example are doctors. Lots of California patients go to Mexico for visits to doctors who have great right-brain training from the University and have completed specialized left-brain specializations in the US, at a fraction of the US cost. Vemezuelan doctors who seek a better living in the US also have that profle.
Workers in India are highly motivated to excel in outsourced left-brain jobs. I do not know much on Indian culture, but my guess is that they concluded that millenia of emphasis in the right brain failed to provide the abundance they yearn, so Indians are slowly finding the way to overcome that lack.

Daniel Pink's A Whole New Mind establishes a left-brain kind of routine questionnaire for any new business endeavor, I will attempt to reply to it based on my specific Venezuelan environment:

Question 1) The question on "Can it be produced abroad more cheaply?" is yes for pretty much every single Venezuelan industry but oil. We suffer an exchange control regime that forces exporters to convert their dollars at the official rate of 2.15 bolivars, while the market exchange rate approximately triples this value. That is, Venezuelan products are competitive worldwide only if they can be produced locally at below 30% of the production cost for that item in any single other country. We are even becoming coffee importers! We are importing most foodstuffs for that reason. Local manufacturing industries are migrating to Colombia, Panama, Costa Rica and Brazil. On these grounds, we are quite hopeless until there is an exogenous change of government regulation systems.

Question 2) In the Venezuelan case only the question on "Can a computer do it cheaper?" can be replied similarly as when asked to a US citizen.

Question 3) The question on "Will my product satisfy the needs on an age of abundance?" must be reversed in my country. GDP per capita has substantially decreased during my lifetime. In the 60s and 70s any college graduate landed a job and could buy a comfortable home on credit. Today, lots of middle-aged people continue living with their parents. Grocery shopping consumes about half of most people's income, due to one of the greatest inflation rates of the world. I remember when I was a kid it was an age of abundance, but now this is no doubt an age of scarcity. I do not know what, in my local situation, would be an appropriate rephrasing of that question number 3.

In short, Venezuelans need to apply a lot of right-brain creativity in order to come up with a similar "recipe questionnaire for success" specific for our situation. Maybe we won't come up with such a recipe yet.

The fresh emphasis on right-brain qualities is appropriate to the US situation. I am just not sure on how that Conceptual Age can take a general hold in the developed world, on the current globalization/illegal immigration climate, with so many other countries still living under scarcity. I do not think, seriously, that the abundance assumption is valid. The world is still quite far from being a place of abundance. It will be interesting to see what Cubans within Cuba, if they had the right to speak freely, would add to this respect.

A topic for further research would be to find out if there are any left-brain activities that may be needed worldwide in order to achieve the abundance prerequisite for the Conceptual Age overturn of the Information Age.
