So I was reading about neuroscience topics like command neurons, motor control, and action selection, and I found this paper. On page 6, in a table labelled "Criteria for successful action selection", I find this:

privilege consummatory actions (i.e. those that are of immediate benefit to the agent, such as eating) over appetitive actions (i.e. those that set up conditions in which consummatory actions become more probable)

In other words, privilege present goods over future goods and privilege consumption over production. Time preference emerges from an unlikely source!
