In theory, it is possible for governments to control the weather using technology.  How much they actually do is a matter of speculation.

One question I pondered when driving in the rain today: if government did not exist, then who would have the legal authority to control the weather?  If it were possible for humanity to completely control the weather, it would be insane not to; it would amount to permitting human lives and property to be lost to floods, hurricanes, and draughts.  Still, it would not make sense to allow just anybody to control the weather, because one person's interest could conflict with another's.

So, under anarchy, who could rightfully control the weather?  Would it be necessary to hold elections or appoint a panel of experts to determine the weather?

I'm convinced the forums should have a "Weird Hypothetical Questions" section. Anyway.. I think the answer to this hinges on property rights. Causing rain over someone's property without their permission is invasive, much like polluting their lawn with smog is. Frankly, though, who would care if you stopped a flood or hurricane on their lawn? They'd probably want to give you a medal.

The state of Colorado "Seeds" the clouds often times in dry season to encourage rain. They've been doing this for years, I have no idea how it works or what the hell they are doing. =p

I agree with this answer but disagree with the last part about stopping a storm.  Many people, such as myself, love intense and dangerous weather because I view it as a form of entertainment and adventure that can help to mix up monotonous and boring days.  Weather gives life character.  I don't want some dick taking my class 5 hurricain away.  I have a right to enjoy that natural made storm and all of the chaos that it may cause.
