"dashes" become "question marks"

I'm having an annoying error where dashes become question marks in some of the online books (like this one http://www.mises.org/manipulation/section1.asp).  Is there a quick fix for this?  Thanks.

 Ok, I must thank you for the kick in the pants. I've known this for a while but have dreaded fixing it. I now have someone on it. 

 Everyone, please post links that need fixing. It has to be done by hand.
