I think this is funny (from FOMC meeting in 2002):

extremely strong.  The quality of bankers in Japan, in terms of their being able to analyze a credit
and understand how it is likely to be repaid, is extraordinarily low, whereas in fact in this country
we have some very good bankers.

McDonough at the time was president and chief executive officer of the Federal Reserve Bank of New York. Currently works with Merrill, good bankers indeed sir.
