I, too, was going to recommend New Hampshire. If I ever leave my hometown, that's where I'm headed.
I wouldn't expect a libertarian neighborhood there, but I understand that it's closer than most, and you have a better chance of having libertarian neighbors there than anywhere else.
If they underperformed for RP, I don't consider that wholly indicitive - I mostly don't vote, either.
While the major metro areas of Minnesota are very 'liberal', and the state government is, land can be had quite reasonably in the northern part of the state, home schooling is highly regarded, your nearby 'major metropolitan center' would be Duluth (which is often charming), and there are some very independent-minded folk there. They're strongly pro-union, but other than that, it may be worth a visit.
After all, they did elect Jesse Ventura. Just don't talk about unions - it's amost a religion in these parts.
On the downside, the state gov't is remarkably liberal and intrusive, and city-level corruption is so commonplace that nobody even notices any more. As a liberal state, taxes are pretty high - but if you're a "gentleman' farmer (growing for own consumption and perhaps a bit extra to sell), taxes are skewed in your favor.
Me, I'm a city kid - but if I leave here, it'll be for New Hampshire, or offshore, if a community like Atlantis actually gets off of the ground.
