What are The Most and Least libertarian and free market States? Communites?

Here are my guesses:

Most libertarian: New Hampshire

Least libertarian: Mississippi

Most Free Market: Texas, Nevada, Wyoming, South Dakota, Florida, Delaware

Least Free Market: California, New York

Obviously there is no complete free market in any state, nor complete libertarianism, but some states lean more towards these ideas than not.  What do you think?  Nix some?  Add some?  Anyone know of any specific communities that match these?
