How does that matter?
They have a monopolist central bank, just like the US.
The reason their inflation is higher, is they are not able to borrow money, would be my guess. The U.S. does not have high inflation yet because people keep financing the governments debt.
At most, 5% of the population would need to stop complying to bring down the government.

But anyways, Germany was renowned for having low inflation in the post-war years, allegedly due to the Bundesbank's independence from the Bundestag. The European Central Bank is based on the Bundesbank.
